Police Forces’ purchasing power

The director responsible for one of the most successful fleet procurement initiatives of the decade will speak at Fleet LIVE later this year.

Joanne Osborne, Director of Procurement for Yorkshire & Humber Police Forces, combined the purchasing power of four forces to deliver substantial savings.

The ambitious programme involved establishing a standardised approach to fleet purchasing by bringing together 22 fleet managers to create a governance board of fleet representatives. They agreed the shortlist of vehicle models and equipment, which enabled the joint forces to issue an attractive tender for suppliers.

The four police forces within Yorkshire and the Humber spend about £200 million per annum on the procurement of goods, services and works, and Osborne’s team is responsible for delivering best value for money and increasing sustainability.

Her department also oversees a monitoring system that focused on key aspects of contracts, including performance, quality, price, delivery and sustainability (where appropriate).

As a procurement specialist, rather than a fleet manager, Osborne will give a valuable insight into how purchasing departments achieve best value both in the acquisition of goods and services and in the long-term management of contracts.
